This is another tough one - I'd have to go with the Maquis, as their are really neat as an underdog, and I can't help but sympathise with them.
If it were down to peeps that I actually consider Badguys, the Cardassians under Gul Dukat before the Pah-Wraiths, very neat villains.
Mirror Universe is always fun too.

Definately the Jem'hadar.
They're very good at acting a little crazy, and yet seeming to feel that they're really the good guys. In my eyes the perfect bad guy is the one who believes in what he or she is doing (think the operative from serenity) and has a hint of "divine craziness". To me the Jem'hadar fit the bill pretty well.

I picked the Jem'Hadar, simply because without them, those great battle in DS9 wouldnt have possible. And there were some real epic battles in DS9. So I salute the Jem'Hadar.
