Sevok is a difficult subject. I have been asked to submit a narrative and personal notes entry for his service record, and while I would rather avoid this, I have been ordered to do this, so I will. I have extensive contact with this man, having served as his instructor during his training as well as his commanding officer for most of his (short) career.
When war broke out and the Fleet began mass recruiting drives, I believe too many of the wrong people were drawn in by the brash, adventure-promising ads. Young men and women were promised adventure, fun, and tours of distant star systems. This of course appealed to many, which was the point. Sevok was one such young man.
He came to Starfleet as a young man of 21, and I was his instructor for his basic training, as well as command training, and then went on to be his commanding officer. There were close to 1000 other young men and women that trained with him, a huge group, due to the aforementioned recruiting drives. But right away, Sevok stood out. Not because of any special aptitude, but because of his attitude. Being part Vulcan, Sevok feels he is superior to pure humans, and makes no apologies about this attitude. I tried to knock him down a few notches, pointing out he is only barely Vulcan. He doesn't even have any Vulcan appearance characteristics. But he still to this day insists everything he does is purely logical, and that he is superior to pure humans.
Honestly, were it a normal Basic group, he would have washed out. But we're at war, and so some things had to be endured. He had the aptitude to fly, as well as amazingly high skill as a computer programmer and technician, and so he was allowed to continue in the Fleet. This is the reason, though, that it was 8 years between his enlistment and the date he first was assigned as Captain of a ship.
During his training as a ship's pilot and Captain, he received numerous infractions, both minor as well as fairly serious. Insubordination is just the order of the day for Sevok. We stopped even making note of that at 100 infractions filed. The most serious violation was an incident wherein Sevok lost his ship in a card game. Luckily, it was only a very small recon vessel.
He continually refuses to obey dress and appearance protocol. He rarely wears his uniform. He dyes his hair all manner of outlandish colors. Commanding officers are never addressed as "Sir", but instead "dude" or if he is upset with said officer, much more... colorful... terms. He even renames the ships he commands, from the Fleet-approved naval names, to more... almost "pirate" sounding names. It is also rumored that he has a ship, a direct clone of a Federation vessel, moored at a distant station, that he uses instead of his assigned ship. This rumor is unconfirmed, but he has never denied it. Nor has he admitted to it.
Sevok will find any way he can to avoid a mission that doesn't have something in it for him. He will take missions that he can somehow profit from. If the mission will take him past a system where he can pick up or sell off smuggled goods, he is right there, ready to take the mission. If the mission involves combat, and he feels he can profit from the salvage, he's right there. He has even accepted rescue missions, where the persons to be rescued were known to be wealthy, and then ransomed the rescue.
I have been asked why, in light of all this, Sevok has not been court-marshalled and discharged from the Fleet. The answer is twofold. The first is war. We are at war, and all able-bodied Captains are needed. Sevok is definitely that. His aptitude as a ship's pilot and Captain is unquestioned, as is his Command ability. His crew is fiercely loyal and all of them have risked their careers to back him up. That kind of Command ability is to be respected. The second is results. If Sevok accepts a mission, you can be sure it will be accomplished, and usually in record time. The methods used may be disagreeable, but the goal of the mission will always be accomplished. He may be ferrying prostitutes while travelling to the mission, but it will get done. He may use lethal force when diplomacy was requested, but again, the goal of the mission will be realized. So despite his many flaws, he continues as a Captain in Starfleet.

Hah. Yeah, that is all true. I don't obey orders. I get things done, in the most logical and efficient manner. If you've got some asshat in a small ship, terrorizing some space station, and you tell me to be diplomatic, f*** that, I'm going to warp over there, hammer his puny ship with phasers, and trade off what I can salvage. Problem solved, no days of annoying diplomacy. Rescue some ultra-rich bonehead that warped out too far on their sightseeing trip and ran out of gas? Sure, no problem, but that's a service, and it's not going to be free.
Look, I was promised adventure, a chance to see the universe, and lots of hot women to bang! What I got was overbearing commanding officers, illogical mission orders, and little else. So, I make my own perks. I get things done, what else matters?
