What are the ways of getting Liberated Borg BOffs and DOffs in STO, for either faction? Would be glad of any advice, been through STOWiki but ended up not much the wiser!

1. There's a liberated borg engineering boff (female). It is available as part of the collector's edition from amazon, purchasable from the c-store (500 zen, I believe), and can be sold/bought on the exchange. I got the collector's edition from amazon for $13, that gave a month of gold subscription which gives you a bunch of bank/inventory slot unlocks, a shared account bank, 500 zen (the monthly subscription stipend), a red matter capacitor ship device, and the liberated borg boff.
You get one boff per character. As many capacitors as you want.
I'm not sure how much the boffs are currently going for on the exchange, but the dil to 500 zen always seemed a better deal. The exchange was overpriced every time I checked.
2. Borg Sci Boff. I'm not sure if this guy is "liberated" or not, he's... quite borgy. Anyway, you get him by doing khitomer ground stf. Walk into the Isolinear Molecular Reconverter. This will kill you. If your team mates walk in to rez you, they'll die to, which is funny.
Anyway, you die, and then you're awarded an accolade. Once that's done, you go to battlegroup omega via the transwarp conduit in sirius sector block. There's an npc you talk to in one of the ships, I don't remember which, but they award the boff. Unlike the engineer candidate, this guy does not have the efficiency trait and is not customizeable.
That's it for borg boffs, on to doffs.
3. B'Tran area colonization. Take the transwarp conduit to gamma-whatever sector, at the bottom of the map is the B'Tran exploration area. Go there and do the colonization chain, it's like 7 parts. Part seven gives you a blue borg doff, a technician. Once you complete the entire chain, you unlock a repeatable doff assignment "Support B'Tran Area Colonization" or somesuch. If you score a critical success on that assignment you get a purple technician borg doff. Like I said, that's repeatable, so you can get several copies of the purple (but only one of the blue).
4. Special Task Force doffs - There's 4 borg doffs for each faction, they used to be available for encrypted data things in the STF store. They were discontinued with season 7, were recently brought back but now they're part of the Omega/borg reputation. You have to unlock them via the reputation system, but I don't know the costs as I pretty much quit doing rep.
There's two blues, two purples. One of each rank is a security officer, the other is a projectile weapons officer.
To the best of my knowledge, that's all the borg boffs/doffs currently available.

The reputation screen is in your character sheet, it's a tab at the top. There's romulan and omega.
Basically you grind borg missions for omega marks, and romulan missions for romulan marks. Then you do rep projects, which take marks plus various other ingredients. It works pretty much just like fleet projects, but you fill it all up solo. For each rank or tier you unlock of reputation it unlocks various things you can buy. The borg doffs are one of the omega unlocks.
Reputation doesn't start till you're level 50, though. If the character is question is lower it's not available yet.

Borg sci boff sounds easy to get. Can you get that on normal level, or does it have to be elite? Any other fleeties fancy getting together at some time to run through it and get us all the borg?

I'd like that, although I haven't done any of the ones that come before that mission ("Khitomer In Stasis" is the name, according to STOWiki), so I don't know if that's possible or not. Don't forget Stunshock and I are both in the UK, so timing would have to go with that.
Is it possible to bring a KDF character on one of those missions even if the others in the team are playing Feds?

In other space stf's, I've had Klingon player ships flying around even though I was in my fed. So at least in space it is possible.

Fed and KDF can do STF's (ground and space) together. However if you're going to team up with Fed and KDF for one we'll have to form our own team, I believe. Any cross faction invites to a team will require that the cross faction player is on your friends list. However if they are you can invite them to team regardless of faction. I don't know if you can form a cross faction team and then PUG as a team. Never tried it. But if we have 5 we can run our own as a team.

i did not think you could cross faction team but iv done it before where we did one team fed one person kdf and jioned a pug at the same time and got in the same one
