You go to the tau-something sector block. It's the middle arrow on the right in regulus block, it's any of the arrows leading up from psi canis, and down from psi vel. You might need to be 50 to enter the sector, I'm not sure.

Too quiet
Is it just me? It seems, since Season 7 release to have gone very, very quiet... here and in the game. At the Fleet level and in general. Plenty of squawk on the STO forums but not as much as I'd expected. Last few nights have seemed very quiet in game... I don't like it... when it's this quiet... it usually means attack is imminent heheheheh.

Foound an interesting accolade on New Romulus. basically it's go to 10 "exploration" points around the map. Althoug the accolade syas there is 8, there is accutally 10. I've found 5 so far, the clues to find them range from pointing to where you need to go, to down right nebulous.

I've been on.. more than I care to admit
I am quiet. Trying to see whats what.
Dilithium is still obtainable. stfs are giving it out again. KDF Marauding missions continue to give contraband. Verbena reports more Fed missions with contraband than before. Several PVE queue are giving dilithium also.
Persinal missions do not seem agregious. Its easy to come up with enough EC to buy the commodities needed and the marks are achieved easily and quickly.
I haven't looked at the embassy stuff at all yet.
Fleet projects remain the same as before.
Doff general recruitment and reassignment for higher quality Doffs costs dilithium but you can still get eh other recruitments free. Feds have Personnel Officer, Vulcan, Tellerite and Andorian. KDF have Imperial, Orion, Nausican and Gorn at their respective acadamies. There are several recruitment missions in space that will gain you Doffs of various quality.
I do not care for the New Romulus episode ground missions. It really bothers me that they expect a Klingon Warrior to use a can of Raid on some flying insects, gather rocks and pick flowers.

The one that really bothered me was the one where you had to motivate the workers. I have the ferengi energy whip, they wanted worker motivation. The solution seems obvious, no? But no, you can't whip the lazy workers. What a rip of.

Yup, been enjoying Skyrim again since i bought the Dawnguard and Hearthfire expansions. I still pop on STO now and then to do doff assignments and get goodies to help take care of Embassy projects. Being a Fed Ambassador and all I figure I should lend a helping hand to fix up my new residence lol. Plus bought the Steamrunner Escort and it's not too shabby.

The good news for me from season seven is i'm having an easier time getting dilithium.
The bad news i've been having alot more heavy lag spikes. And that whole "you will be removed from this map in ten seconds" thing is very annoyoning.

The reputation changes are nice... The nearly two day completion timers are a pain in the ass. But the dil costs to upgrade seems pretty trivial. Tier 1 on was 100 dil. And, getting the commodities and filling the projects up and all will still be an annoying clickfest reminiscent of farmville.
Gotta admit, giving me new ships goes a long way towards appeasing me. :p
Big changes coming to reptuation:
The Reputation System, including the STFs are getting some major changes over the next two weeks. Here is a rundown of what is going to happen over the next several Holodeck updates.
-Omega Conversion Crates can be opened immediately. You will no longer need to achieve T3 in Omega Fleet to open these.
-Reputation XP Project timers are dropping from 40 hours to 20 hours across all Tiers. If you have a project in progress, it will not change, but any new projects after the update will be adjusted. We are also looking into adding the ability to drop a project.
-All XP Reputation Projects (projects that reward progress towards your next Tier) will now grant 240 Dilithium (on average) upon completion. If you complete 4 XP Rep Projects a day, you should earn about 960 Dilithium per day from it. These are in addition to the Marks to Dilithium conversion Projects. Once you've completed a Reputation System, these XP Projects will go away, but the Marks to Dilithium conversion projects will remain.
-Reputation Projects that convert Marks to Dilithium are being moved from unlocking at T5 to being available immediately. This allows you to convert Omega Marks and Romulan Marks to Dilithium similar to how you could trade STF items for Dilithium previously.
-Loot drops are getting added to STF mobs as well as to bosses.
-End of STF Loot Rolls are returning. There will once again be a chance to earn special rewards at the end of STFs or Romulan Mark events. These special rewards will be Bonus marks, Borg Neural Processors, or other items needed for Reputation rewards.
-Reputation Advancement Projects (the ones that unlock each tier) are having their timers reduced from 1 hour to 15 mins. and we are removing Dilithium inputs from these Tier Up projects.
-The amount of commodities needed for Romulan Reputation projects is being reduced due to the lack of drops on New Romulus. We will be adding more drops to New Romulus in the future either through enemy kills or daily missions.
-All Reputation Projects are being changed so that you need to claim the reward upon completion. This puts it in line with how Duty Officer assignments work so you can see the rewards you are getting from each project.
Also some other new stuff coming soon, including new ships:
Season 7 is just getting started and we hope that you'll enjoy all the updates that will come with this Season. Tomorrow we are releasing the next Duty Officer pack which has been specifically tuned to help with Starbase and Embassy construction. Shortly after the Winter Event will begin around December 6th. Last year's Winter Wonderland has been updated to include new missions, a new track, new rewards, a new ship, and plenty of fun that will run through the new year.
We will also be running a full month of Feature Episode Replay where all the limited time rewards from all four series will be available all month long. So if you've got some new characters that need these special items, December is going to be your chance to catch up.
In January we'll be releasing an Andorian Ship on the Federation side to be quickly followed by the STO 3 Year Anniversary Event. This special celebration will be released with a new one-off Feature Episode. If you were at the Star Trek convention in San Francisco this last weekend, Denise Crosby would have you believe that this episode is going to be all about Tasha Yar and Sela. We'll see… anything can happen.
The anniversary event will also offer a new special free ship for both Fed and Kdf players much like we gave away the Odyssey during last year's event.

I've had the same problem, although today's patch states that should be fixed now.

Yeah, well, I wouldn't count on it. The starbase projects they said would be fixed are still broken, everything's laggy, and people keep disconnecting. I've been dropped four times since I logged in. Someone else reported their reputation projects are stuck. It seems this patch isn't entirely successful...

The energy whip comes from the lobi store. I don't know where the party poppers come from. I know previously when they had replay event they put hidden lobi crystals into episodes.

One of the party poppers was given as a veteran reward. Another was given by Q as a Second anniversary present. Both of which are on the exchange. The veteran one is very pricy, the 2nd anniversry is a little more reasonable.
