I just checked, and it appears it's not actually the TOS uniform, instead it's the TOS command tunic. So if you have the uniform but not the tunic you can still claim a freebie.

This one is one of four uniforms: Enterpise uniform, TOS command tunic, TOS dress uniform, and TOS medical. I just got the TOS dress uniform, and now I think I've got all the give-away uniforms they've been releasing recently.

If you get a key for a uniform you already have, and one of the ones they're giving away is one you don't already have, you can contact customer support and they'll swap it for one of the others.
