I found a very good use for them today... replacement Proton Torpedos... if you dismiss a colonist from your passenger manifest, you are rewarded with 10 Recruitment XP and 75 Dilithium Ore... not a bad trade off for an otherwise useless slot unless you have missions that call for them... which i have yet to run into

You've never seen an assignment that uses colonists? That's kinda odd.
Normally you get/use them in lots of 5. You get the mission to resettle colonists and it gives you a batch of five. Then you look for the mission to relocate the colonists to the federation borders (klingon version is "deport"). The relocate mission awards 500 dilithium. Normally I'm able to flip a batch of colonists every day, but you sometimes have to look around for the assignments.
They're more common in the exploration areas (like delta volnis and the like). They'll show up in your current sector assignment list and also under operations in your department head tab.
In addition to that assignment, each exploration area has a seven-part assignment chain. Parts 2-4 require colonists. Part 2 requires 3 and part 3 requires 4, I think. 2 & 3 are pretty crap assignments, just the standard 5 dilithium reward. But part 4 awards 500 dilithium just like the standard colonization assignment above. If you complete the entire chain you get a unique duty officer (blue) and unlocks a repeatable assignment that awards a refugee for a regular success and a purple duty officer for a critical.
