Why does Picard & Riker have a problem with Ensign Ro's traditional Bajoran earing but not Lt Worf's traditional Klingon bandolier?

I agree with Pyriel, I think they gave Ro such a hard time because she was such a loose cannon. And don't forget Worf was the first Klingon in Starfleet so there may have not been established guidlines for what was and was not acceptable.

I couldn't find info on who or when the Bajoran's began to join Starfleet. If you remeber when DS9 wrapped the Bajoran homeworld had not joined the UFP. (Even though Bajoran's had been joing Starfleet.) However Ro does wear her earring incorectly:Ro wears her Bajoran earring on her left ear rather than on her right ear like every other Bajoran seen on-screen, with the exception of those who worshipped the Pah-wraiths. In the aforementioned novels, it is explained that Ro did this because she did not believe in the Prophets, but still wished to acknowledge her heritage. It had the advantage of dissuading vedeks from pinching her left ear to read her pah.
Starfleet uniform code
The Starfleet uniform code is the group of Starfleet regulations governing the proper manner of wearing Starfleet uniforms. (Star Trek II: The Wrath of Khan)
The uniform code of the 23rd century Federation Starfleet permitted some personalization of the uniform. Lieutenant Uhura and Dr. Ann Mulhall wore earrings. Scotty wore a kilt as part of his dress uniform in the 2260s. Native American personnel were permitted to wear traditional jewelry with their duty uniforms in the 2270s. In the 24th century, Worf was permitted to wear his baldric as part of his duty uniform, but Ro Laren was initially forbidden to wear her Bajoran earring as part of hers. (TNG: "Encounter at Farpoint", "Ensign Ro") Although Ro was eventually permitted to wear her earring, Bajoran crewmembers on board some other starships were not allowed to do so. In addition, elaborate headbands and jewelry were in violation of the dress code, though simple headwear, such as simple headbands and Ferengi headdresses were permitted. (VOY: "Learning Curve"; TNG: "The Next Phase"; DS9: "Paradise Lost", and more)
