    Took me awhile to find this, so I thought I would post it for you all as well.

    Abilities now unlock during a tier. The level listed indicates that you should spend ALL of your skill points you've earned up to that point.

    Every active skill you learn are upgraded at the beginning of the next rank, from I to II, and II to III. The max rank of an active skill seems to be III.


    General (Everyone)

    Lieutenant
    Level 3 - Evasive Maneuvers I: Evasive Maneuvers provides a speed, maneuverability, and defense buff.

    Lt.Commander
    Level 13 - Brace for Impact I: Brace for Impact provides a some kinetic damage resistance to the starship and a significant amount of damage resistance for the crew.

    Commander
    Level 23 - Ramming Speed I: Ramming Speed provides a short speed burst. If you collide with another ship during the duration, the target ship receives massive kinetic and crew damage and you receive heavy kinetic and crew damage. Shields drastically reduce the effects of kinetic damage.

    Captain
    Level 33 - Abandon Ship I: Destroys your ship in an auto-destruct sequence.

    Rear Admiral
    Level 43 - Unlock:


    Science

    Lieutenant
    Level 5 - Tricorder Scan I[Ground]: Sensor Scan reduces the Damage Resistance of the Target and nearby hostile enemies while increasing your perception, making it easier to detect enemies.
    Level 8 - Sensor Scan I[Space]: Sensor Scan reduces the Damage Resistance of the Target and nearby hostile ships while increasing your perception, making it easier to detect enemies.

    Lt.Commander
    Level 15 - Neural Neutralizers[Ground]: Placate nearby enemies. Placate breaks on damage. Placate makes enemies do any action that does not hurt you or allies.
    Level 18 - Subnucleonic Beam I[space]: Increases recharge time of target's powers.

    Commander
    Level 25 - Dampening Field I[Ground]: Creates a field that debuffs the energy damage of all enemies within its effect.
    Level 28 - Dampening Field I[Space]: Dampening Field projects a shield around your ship, reducing the damage you and nearby allies receive from incoming energy weapon fire.

    Captain
    Level 35 - Nanoprobe Infestation I[Ground]: Targets Foe 1 sec activate. 3 min recharge. 30.48 meter Range. Drastically increases the damage of the next high damage attack received and consumes debuff. Spreads to nearby targets for 15 sec or until consumed. 10% chance to expose.
    Level 38 - Photonic Fleet I[Space]: Summons three(3) ships of the same tier as you. Low odds of an escort(raptor), medium odds of a cruiser(battlecruiser), and high odds of a frigate(bird of prey). The ships last as long as you are in combat.

    Level 45 - Unknown[Ground]:

    Tactical

    Lieutenant
    Level 5 - Target Optics I[Ground]:Scans a group of enemies and buffs your damage, crit chance and crit severity. Has a chance to expose enemies near the target.
    level 8 - Attack Pattern Alpha I[Space]: Attack Pattern Alpha increases the damage of your weapons, and improves your turning rate.

    Lt.Commander
    Level 15 - Fire On My Mark I [Ground]:Fire on my Mark applies a damage resistance debuff on the enemy target.
    Level 18 - Fire on my Mark I[Space]:

    Commander
    Level 25 - Tactical Initiative I[Ground]: Reduces ability/weapon cool down timers to zero for the entire away team. Has a cool down of two minutes.
    Level 28 - Tactical Initiative I[Space]: Recharge timers of tactical bridge officers reduced to 0.6 of their normal value for 45 seconds. 5 Min Cooldown

    Captain
    Level 35 - Security Escort I[Ground]: Beams down several security officers to assist you. They are not as capable as bridge officers however.
    Level 38 - Go Down Fighting I[Space]: Increases base damage based on how much hull damage you have taken.

    Rear Admiral
    Level 45 - Unlock[Ground]:

    Engineering

    Lieutenant
    Level 5 - Reroute Power to Shields I[Ground]: Reroute Power to Shields diverts energy from the engineer's tricorder to their personal shield generator, restoring lost energy and temporarily increasing shield damage resistance.
    level 8 - Rotate Shield Frequency I[Space]: Rotate Shield Frequency slightly increases shield regeneration and provides significant damage resistance.

    Lt.Commander
    Level 15 - Cover Shield I[Ground]: Cover Shield creates a fixed position forcefield that blocks line of sight. Can be used as a temporary cover.
    Level 18 - EPS Power Transfer I[Space]: EPS Power Transfer efficiently distributes energy to increase the power levels to all systems for either yourself or a target ally.

    Commander
    Level 25 - Support Drone Fabrication I[Ground]: Creates a level 1 Support Drone I for 60 seconds. Support drone has four abilities: Attack, Buff, Wide Beam, and Explosion. Support Drone will fire at your targets and follow you.
    Level 28 - Nadion Inversion I[Space]: Allows an additional energy weapon to fire without depleting power levels for 21 sec.

    Captain
    Level 35 - Unlock[Ground]:
    Level 38 - Miracle Worker I[Space]: Restores Hull, and has a chance to repair disabled subsystems.

    Rear Admiral
    Level 45 - Orbital Strike I[Ground]: Calls down a beam weapon strike from your ship. AoE damage+knockback.
    Level 48 - Unlock[Space]:
