Explanation:   This is a model of the system that we may use if our fleet begins to get too large to manage.  This allows us to break the fleet down into smaller subdivisions yet still remain a part of the fleet as a whole.    Each Squadron has an Admiral and his staff under him.   The Admiral of a Squadron is the top of the chain for his/her Squadron.  The relationship of a Squadron Admiral is similar to the relationship of a Fleet Admiral to the Fleet as a whole. 
Squadrons dividing: The Squadrons divide so as to make room for new people and allow members to move up in rank as the fleet grows.
 
For this example above:  Say Alpha Squadron has become too large. The Admirals will decide it's time to split Alpha and form the Beta Squadron. The Vice Admiral of Alpha Squad will have the option to become the Admiral of Beta Squad or stay in their current position.  If they stay, the position is offered to the Rear Admiral.  If the Vice Admiral takes the position, the Rear Admiral has the opportunity to be promoted to Vice Admiral (Accept or deny and a choice of which squadron) and then some of the Captains are promoted to Vice Admiral and Rear Admiral in both fleets to fill the gaps.    These promotions go on down through the ranks until both fleets are divided evenly in as close to half as possible. 

Q: Does this mean that Alpha Squad members can't play with Beta Squad members any more?     
A:  No!   You may cross over as much as you like.  This division is just made to help define a more clear chain of command and help keep the groupings to a more manageable size so that the admirals can keep track of everyone better.
 
Timezones:
Some fleets may work on different time zones.  For example, many people may be from various countries around the world.     Say several people in Europe are in our fleet, however, have trouble being online at the same time as Alpha or Beta squads.   Maybe Gamma squad can be formed as a Europe time zone squadron and those people can find others to recruit that are primarily playing during their prime play hours.  That is just an example, but we will try to have multiple squadrens cros over between timezones so that everyone has someone to play with if at all possible at any time of the day.
 
If you are in Alpha fleet but live in a timezone that say Gamma fleet is playing in, you can transfer to the other squadron if there is an opening... regardless, as said before, that doesn't stop you from playing with them anyway :D
 
This structuring is also probably only going to be used in situations involving major fleet actions... for example, a raid or all out squadwide or fleetwide battle.
